PAN inoperative: what it means and how to make it work again
A PAN becomes inoperative when it is not linked with Aadhaar. You cannot get tax refunds, and tax is deducted at a higher rate (usually 20%). To fix it, pay the ₹1,000 late fee on the income tax e-filing portal, then submit the Aadhaar link request. The PAN normally starts working again within 30 days.

What does “PAN inoperative” mean?
It means your PAN still exists, but the Income Tax Department treats it as if you have not given a PAN. This happens when a PAN that should be linked with Aadhaar is not linked. The PAN is not cancelled. Your number stays the same, and it starts working again after you link it.
You usually find out in one of these ways:
- A message on the e-filing portal saying your PAN is “inoperative”.
- Your bank, broker or mutual fund says your KYC is “on hold” or the PAN is “invalid”.
- More tax than usual is cut from your interest, rent or salary (TDS at 20%).
- Your income tax refund does not arrive.
What happens while your PAN is inoperative?

Your PAN is not cancelled. Do not apply for a new PAN. Having two PANs is against the law and can lead to a ₹10,000 penalty. Link the PAN you already have.
How to make an inoperative PAN work again
- Check the status first. On the e-filing portal, open “Link Aadhaar Status”. You do not need to log in. If it says “linked”, the problem is something else, such as a name mismatch or processing delay. See check PAN–Aadhaar link status.
- Pay the ₹1,000 fee. On incometax.gov.in, click “Link Aadhaar”, enter your PAN and Aadhaar, and choose “Continue to pay through e-Pay Tax”. Pick the Income Tax tile, the assessment/tax year shown, and payment type Other Receipts (500). Pay by net banking, card or UPI on the official page.
- Wait for the payment to show. It usually appears within a few working days (sometimes sooner). Do not submit the link request before the payment is credited.
- Submit the link request. Go back to “Link Aadhaar”, enter PAN and Aadhaar again, confirm your name exactly as in Aadhaar, and enter the OTP sent to your Aadhaar-registered mobile.
- Wait up to 30 days. Check “Link Aadhaar Status” again. Once it shows linked, your PAN becomes operative. Banks and brokers may need a few more days to update their records.

Can I still file my income tax return?
You should still file on time. An inoperative PAN mainly blocks refunds and interest, and brings higher TDS. Returns and refunds can also get stuck in processing until the PAN is operative. Link your PAN before filing if you can.
Is the TDS already cut at 20% refunded?
Extra tax already cut is not reversed automatically. When you file your return, it counts as tax paid. You can get it back as a refund once your PAN is operative and your return is processed. Keep your Form 16/16A and check Form 26AS/AIS.
Who does not have to link?
These people are exempt from linking, so their PAN should not become inoperative for this reason:
- Non-resident Indians (NRIs) as per the Income-tax Act
- People who are not Indian citizens
- People aged 80 or above at any time during the previous year
- Residents of Assam, Meghalaya and Jammu & Kashmir
If you are exempt but your PAN still shows as inoperative, your residential status or date of birth is probably wrong in the PAN database. For NRIs, the usual fix is to update the residential status with your Jurisdictional Assessing Officer or through a PAN correction.

Is there any free way to link PAN and Aadhaar now?
No. Both free windows have closed. The ₹1,000 fee applies unless you are in an exempt category.
Will I get back the extra 20% TDS?
Extra TDS already deducted counts as tax paid. You can claim it as a refund when you file your return, once your PAN is operative.
My PAN is linked but still shows inoperative. Why?
It can take up to 30 days after linking. If it takes longer, check for a name or date-of-birth mismatch, and raise a grievance on the e-filing portal.
