8th Pay Commission salary calculator: estimate your new basic pay and HRA
Under the 8th Pay Commission, your new basic pay = current 7th CPC basic pay × fitment factor. The factor is not announced yet — estimates range from 1.92× to 2.86× (the 7th CPC used 2.57×). DA resets to 0% when new pay starts, so the real increase is smaller than the factor suggests. The recommendations are expected around May 2027 and are likely to apply from 1 January 2026, so arrears are expected.

How the calculator works
- New basic pay = your current basic pay × the fitment factor you choose.
- DA becomes 0% on the new pay (as happened on 1 January 2016 under the 7th CPC), then rises again every six months.
- HRA is worked out on the new basic pay. By default we use 24% / 16% / 8% for X / Y / Z cities — the rates that applied when DA was reset under the 7th CPC. You can switch to today’s 30/20/10% if you prefer.
- The tool compares basic + DA + HRA today with basic + HRA after revision. Transport allowance is left out because its new rates are unknown.
Examples at different fitment factors
New basic pay for common starting pay levels (7th CPC entry pay × factor):
| Pay level (7th CPC entry pay) | 1.92× | 2.28× | 2.57× | 2.86× |
|---|---|---|---|---|
| Level 1 (₹18,000) | ₹34,560 | ₹41,040 | ₹46,260 | ₹51,480 |
| Level 4 (₹25,500) | ₹48,960 | ₹58,140 | ₹65,535 | ₹72,930 |
| Level 6 (₹35,400) | ₹67,968 | ₹80,712 | ₹90,978 | ₹1,01,244 |
| Level 7 (₹44,900) | ₹86,208 | ₹1,02,372 | ₹1,15,393 | ₹1,28,414 |
| Level 10 (₹56,100) | ₹1,07,712 | ₹1,27,908 | ₹1,44,177 | ₹1,60,446 |
The final pay matrix will round these to fixed cells, so actual figures will differ slightly.
Why the increase looks smaller than the factor
Today you get basic pay + 60% DA. A fitment factor of 2.28× already includes that DA (1.60 × about 1.42 for the real rise). So:
- At 1.92×, most employees see a small rise over basic + DA (about 20% on basic + DA), before HRA changes.
- At 2.28×, the rise over basic + DA is roughly 42% — close to what past commissions gave.
- At 2.57× (7th CPC level), the rise over basic + DA is about 60%.

Frequently asked questions
What will be the fitment factor in the 8th Pay Commission?
It has not been announced. Reports and staff-side demands range from about 1.92× to 2.86×. The 7th CPC used 2.57×. The Commission’s report is expected around May 2027.
When will the 8th Pay Commission be implemented?
The report is due within 18 months of the October 2025 terms of reference, so around May 2027. The revised pay is widely expected to apply from 1 January 2026, which would mean arrears.
Will DA become zero under the 8th Pay Commission?
Under past commissions, DA was merged into the new basic pay through the fitment factor and restarted from 0%. The same is expected, but the Government will decide after the report.
What will be the minimum salary under the 8th Pay Commission?
It depends on the fitment factor. At 2.28×, the Level 1 minimum of ₹18,000 would become about ₹41,040; at 2.86× about ₹51,480. These are estimates only.
Does this calculator include transport allowance?
No. Transport allowance rates under the 8th CPC are unknown, so the tool compares basic pay, DA and HRA only.
